As the Strategic Procurement Regional Manager, you are responsible for driving the implementation of the applicable tactics under sourcing strategies impacting assigned sites, regions or businesses. You may develop sourcing strategies for commodities unique to the region, and from time-to-time, may be asked to participate on broader teams.

You have direct accountability for establishing and maintaining relationships within the assigned sites, regions, or businesses, ensuring alignment of priorities and needs regarding implementation activities.

You provide leadership and coordination to get projects prioritized, resourced, approved and implemented at the site or within the region or business. Coordinates and communicates with Strategic Sourcing Group Managers and / or Regional Procurement Leaders regarding implementation needs and status for all categories impacting the assigned sites or regions.

In addition to performing the responsibilities, you may be responsible for global category management of a sub category.

In this capacity, you will develop and maintain leading edge global sourcing strategy and appropriate supply base with clear spend governance for an assigned category(ies). Categories and associated suppliers are typically global in nature and represent significant risk to multiple businesses. You work in close alignment and collaboration with regional strategic sourcing managers and implementation associates.

For the assigned category(ies), you are:

  • Responsible for leading global category teams in the development, communication and approval of sourcing strategies. Sourcing strategies should be inclusive of all regional business requirements and reflective of all regional supply market conditions and supply practices.

  • Accountable for communication and approval of sourcing strategies globally, and for appropriate handoff to other regional sourcing associates for regional supplier selection and / or implementation associates for strategy implementation.

  • Responsible for insuring that category strategy(ies) result in and generate three to five year roadmaps of savings and value streams, and where appropriate, innovation opportunities

  • Continually sensing of internal customers and supply markets for changes that may impact the sourcing strategy.

  • Accountable for year-on-year financial accountability for assigned category(ies) with respect to price movement

  • Responsible for leading the implementation of global category through the supplier selection process and for the approval of selected suppliers by stakeholders. The team-based supplier selection process is inclusive of identification of potential suppliers, RFX development and execution, proposal evaluation against business requirements and total cost of ownership, and supplier selection recommendation. Upon stakeholder approval and completion of successful negotiation and contracting, you are responsible for coordinating the communication of the supply base to the end user community. Responsible for leading teams to develop and implement effective regional sourcing strategies utilizing our 5i process.

  • Responsible for negotiation planning, negotiation and contracting with suppliers, and insuring that agreements reflect BD's needs globally and regionally.

  • Responsible for executing supplier relationship management activities for key assigned suppliers within the assigned category (ies), with oversight regarding supplier relationship management activities for global suppliers who may have specific regional activities

  • Responsible for application of the source to pay process, inclusive of customer-centric support content and preferred payment methods, as part of sourcing strategies

  • Responsible for customer relationships with stakeholders for assigned category(ies) on a global basis

DEGREE OF ACCOUNTABILITY:

You are responsible for successful project planning, STRATEGY, and execution of implementation activities and is accountable to Procurement Leadership for implementation program management and forward-looking pipeline. Team member performance, development and retention are additional areas of responsibility for this role.

Performance is measured against successful delivery against STRATEGY and agreed portfolio of projects of the team as well as proficiency in developing and maintaining relationships with the assigned sites or regions.

FINANCIAL IMPACT:

Excution of class I, II, III; savings pipeline. You stablishe and maintain long term cooperative relationships (through supplier relationship management) with key suppliers and ensure that all suppliers are treated in a professional, ethical and fair manner

Quality Impact: You seek continuous improvement opportunities for the implementation process.

Cost Impact: Responsible for the overall management of a portfolio of implementation projects. You improve BD's financial position through ability to execute and deliver cost savings, non-price value opportunities and risk mitigation.

Budget Responsibility: You influence the site, regional or business budgets through successful completion of projects emanating from sourcing strategies. You insure that budget and forecast input , standards consolidation and entry; variance reporting and analysis are completed.
