Job Description SummaryThis position will assist with the transformation and formation of new government analytics capability within the Center of Excellence (CoE) combining the strengths and best practices of the legacy BD, CareFusion and Bard. Additional accountabilities include design, development and measurement of pricing, pricing trends and pricing impact for government entities in individual BU’s. Manage, in partnership with others in Commercial Operations, functional teams supporting Analytics, capability strategy and builds, the design and production of analytical tools to provide actionable insights to BU price and business performance both for US Sales teams and BU Management. This role will share responsibility in maintaining and developing self-service tools for the BU’s (i.e. Sales, Marketing, and Business Integrators) & Government Strategic Customer Group (SCG). Additional responsibilities include mining all government bids and solicitations using internal and external tools, then ensuring the necessary next steps are taken to actively pursue. This person will have a pulse on future business that is coming due in each business category and will provide data and analytics support to Business Sales Leaders, other Commercial Operations functional areas, Cross-functional Business Partners, Outside Channel Partners and Customers.

In addition, this person will manage VA Federal Supply Schedule (FSS) contacts’ Tracking Customer (TC) and Trade Agreement Act (TAA) compliance monitoring and reporting process. He/she will also maintain and monitor government contract membership and develop key membership attributes. Finally, the position will integrate data extracts from various sources, create best practices, and work closely with data migration teams.

This will be accomplished by standardizing, automating and integrating BD’s CoE approach as one company, driving data integrity and remaining agile to the evolving needs of customers and BD’s Go-to-Market corporate and business unit (BU) strategies.

Accountabilities in this role

Specific Responsibilities Supporting Contract Lifecycle

Contracting Instrument Solicitation

  • Provide pricing calculation analytical support for MFC and TC identification

  • Provide analytical assistance on pre-award OIG audits

Competitive Bid/RFP Proposal

  • Competitive analytics for RFP submissions including competitor pricing and annual price impact analysis.

Contract Setup

  • Maintain government membership to ensure it contains the correct sub-categories, and is up-to-date

Contract Management

  • Support reoccurring (monthly) contract performance analytics, such as customer utilization, sales trending; and market penetration

  • Conduct analysis to determine the most favorable price & GPO TC customer for product addition modification

  • Provide data management support for contract compliance monitoring and Tracking Customer and Trade Agreement Act reporting.

  • Support the analytical and data extraction needs for Industrial Funding Fee (IFF) calculation

  • Support any other ad hoc analytical needs for SCG VP’s and management

Other Essential Responsibilities:

  • Analyze customer penetration and other metrics to identify cross-selling opportunities across BU’s.

  • Identify new opportunities by analyzing and creating dashboards based on data from external solicitation websites, such as Govini and FedBizOpps

  • Analyze data and provides insight and recommendations for business decisions. Build the necessary tools for communication

  • Perform complex and customized analysis to provide customer and business price, price trends and price impact, as well as profitability assessments for assigned BU

  • Create monthly reporting for all Government Agreements and RFPs/Solicitations

  • Create business analytics and reporting by synthesizing information from multiple sources of data

  • Provide ad-hoc reporting to the SCG Federal Government VP’s and BU Management

  • Work closely with BUs to develop insights leading to profitable growth opportunities

  • Support Database and Dashboard creation – QlikView, Sales Compensation reports, IFF reporting, for SCG VP’s and management to support business review and decision making

  • Drive process improvement (new technology, system updates, reacting to new legislation etc.)

  • Contract Membership – develops and maintains database tools and processes to correctly deliver consolidated membership rosters

Qualifications

  • BA/BS required with 3 years of related government contracting experience, or in lieu of a Bachelor’s degree, extensive (5+ years) experience in the applicable area

  • Minimum 3-5 years demonstrated experience in data mining projects desirable

  • Demonstrates working knowledge of concepts and principles of business metrics and analytical techniques/tools, including their application in executing effective customer contract administration

  • Demonstrates working knowledge of how customers' business relates to BD’s overall product portfolio

  • Proven leadership skills

  • Advanced communication and computer skills

  • Proficient in Excel, database (i.e. Access, SQL, Oracle) & data mining tools

  • Familiarity gathering and analyzing information from Third Parties and presenting information in a clear and concise way.

  • Proven ability to quickly establish credibility, trust, and support within all levels of organization
